Our team provides focused agile software development and maintenance for CODIS, a mission-critical application for the FBI. Today, CODIS is a client server application developed using Microsoft .NET that supports a database repository of DNA profiles from individuals, unsolved crime scene evidence, and missing persons. CODIS software allows local, state, and national laboratories to compare DNA profiles electronically, thereby linking serial crimes to each other and identifying suspects by matching DNA profiles from crime scenes to individuals’ profiles. Additionally, the CODIS software is used to assist with the identification of unidentified human remains, missing persons and disaster victims
The Software Developer Subject Matter Expert (SME) provides high-level technical leadership and expertise on complex software development projects. This individual is responsible for guiding project teams through all phases of the software development lifecycle (SDLC), from requirements definition and design to implementation, testing, deployment, and maintenance. The SME delivers strategic advice, technical solutions, and domain expertise for mission-critical applications, ensuring optimal performance, security, and compliance.
Key Responsibilities
Lead and oversee major software development initiatives, providing technical and management leadership across the full project lifecycle.
Initiate, supervise, and develop requirements for complex to extremely complex programs.
Provide strategic advice, technical guidance, and expertise to program and project staff.
Conduct detailed analysis and evaluations, recommending improvements, optimizations, and innovative solutions for client-specific challenges.
Collaborate with clients to define problems, design solutions, and supervise studies and surveys to collect and analyze data.
Develop, test, debug, and maintain new software and enhancements to existing applications.
Ensure alignment with business, user, performance, quality, interface, and security requirements.
Collaborate with technical staff to diagnose and resolve software issues and customer-reported defects.
Develop and maintain software documentation, including user manuals, test procedures, and deployment guides.
Oversee desktop design, testing, security hardening, integration with enterprise software, and automation of application/configuration deployments.
Supervise and mentor junior developers and technical staff as required.
Required Qualifications
US Citizen with Active Secret Clearance or we can sponsor your Secret clearance.
Minimum of 10 years of professional experience in software development (or equivalent certifications/work history demonstrating SME-level expertise).
Proven expertise across the full SDLC, including requirements analysis, design, implementation, testing, deployment, and maintenance.
Strong problem-solving and decision-making skills, with ability to influence critical project outcomes.
Experience providing strategic technical guidance on mission-critical systems.
Hands-on with Technology Stack:
Languages & Frameworks: C#, VB.Net, C++, XML/XSD, .NET Framework, .NET Core, WCF, REST APIs, MS Entity Framework.
Databases: MS SQL Server 2019 and 2022.
IDE/Tools: MS Visual Studio 2022, Revenera InstallShield, Octopus, JetBrains TeamCity, Artifactory.
Other: Desktop design and security lockdowns, automated patching and deployment technologies.
Experience leading teams in Agile or iterative development environments.
Strong communication skills with experience presenting solutions to stakeholders and clients.
Preferred Experience
Familiarity with CODIS client/server baseline applications, including standalone Popstats and CODIS Rapid Enrollment.
