Technical/ Operational Readiness Program Analyst
The Ariel Team provides focused agile software development and maintenance for a mission-critical application for the government. Today, the application is a client server application developed using Microsoft .NET that supports a database repository of DNA profiles from individuals, unsolved crime scene evidence, and missing persons. The software allows local, state, and national laboratories to compare DNA profiles electronically, thereby linking serial crimes to each other and identifying suspects by matching DNA profiles from crime scenes to individuals’ profiles. Additionally, the software is used to assist with the identification of unidentified human remains, missing persons and disaster victims.
We are looking for a proactive and detail-oriented Technical/ Operational Readiness Program Analyst to support our Project and Program Managers in the successful execution of a complex program. This role is critical in bridging the gap between project management and our technical teams working on cutting-edge solutions in Cloud environments.
The ideal candidate will have a technical background and a passion for organization, enabling them to effectively track, document, and support the lifecycle of advanced software development, operational readiness, end user communications and integration projects. You will be a key individual contributor, responsible for providing analytical support, facilitating communication, and ensuring project objectives are met in a fast-paced, Agile environment.

Job Responsibilities:
- Perform operational duties such as organizing tasks, tracking progress, gathering information, and ensuring execution of technical and end-user communication initiatives.
- Collaborate with leads to track software development and integration tasks within an Agile framework, utilizing tools like Confluence, Jira, and GitLab.
- Collect and organize project data to support analysis, reporting, and recommendations on communication timelines.
- Analyze on-premises environments and map system dependencies to determine migration readiness.
- Perform project management tasks, including tracking schedules, maintaining action items, and updating all project documentation.
- Assist in translating stakeholder needs into technical requirements, user stories, workflows, and use cases under program guidance.
- Work with a team to determine the optimal migration strategy for different labs.
- Prepare clear, action-orientated meeting materials that capture key technical notes, decisions, and follow-up needs.
- Summarize key technical information and produce briefing materials for both technical and non-technical stakeholders.
- Conduct stakeholder interactions and engagement activities under the direction of program guidance.
- Collaborate with cross-functional teams to consolidate and align related workstreams.
- Create detailed runbooks, rollback strategies, and migration process documentation for knowledge sharing.
Required Skills
- Active Secret clearance required
- Bachelor’s degree with 5+ years of relevant experience in technical project management, program analysis, stakeholder engagement, communications or a related field.
- Strong organizational skills and meticulous attention to detail.
- Ability to learn quickly in a dynamic, collaborative environment across operations and development teams (ex. DevSecOps)
- Experience with migrating applications from on-prem to cloud hosted environments
- Ability to take initiative as a self-starter, ask clarifying questions, and take directions.
- Strong written and verbal communication skills for technical, non-technical materials and end-user communications.
- Experience supporting or coordinating projects in a technical domain, such as software development, cloud computing, or data analytics.
- Familiarity with Agile development methodologies and DevSecOps frameworks (e.g., Jira, GitLab, Confluence).
- Federal Consulting Experience in a fast-paced, matrixed environment is highly desire.
