Senior .NET/ColdFusion Developer

The New York State Empire State Development (ESD) is redeveloping the CFA portal a cloud-based platform supporting multiple funding programs across state agencies. The legacy ColdFusion 22-based system is being replaced with modern, maintainable, scalable .NET architecture to support program creation, application submission, evaluation, and reporting.
Key Responsibilities:
  • Lead development of the CFA portal using .NET Core and integrate legacy ColdFusion applications.
  • Design and implement complex system modules, APIs, and database structures for program management, multi-stage application workflows, and reporting.
  • Oversee migration of legacy ColdFusion data to the new platform and validate accuracy.
  • Provide technical leadership and mentorship to mid-level developers and QA team members.
  • Collaborate with project managers, architects, business analysts, and stakeholders to ensure system meets RFP specifications.
  • Develop robust automated reporting, bulk upload/download functionality, PDF generation, and API integration with agency databases.
  • Contribute to cloud deployment, configuration, and high-availability architecture design.
  • Ensure compliance with security, accessibility (WCAG/508), and cloud best practices.
  • Participate in code reviews, establish coding standards, and maintain system documentation for administrators and internal users.

Required Qualifications:
  • Experience: 8–12 years professional software development, including at least 3–5 years working with ColdFusion in the last 10 years.
  • Expertise in .NET Core / C# application development.
  • Strong background with ColdFusion (CFML), including migration and modernization of legacy systems.
  • Proficiency with SQL Server or other relational databases.
  • Familiarity with cloud platforms (AWS, Azure, or equivalent) and cloud-native deployment.
  • Experience with web technologies: HTML5, CSS3, JavaScript/TypeScript, REST APIs.
  • Strong understanding of user roles, permissions, multi-stage workflows, and automated notifications.
  • Demonstrated experience in data migration, ETL, and reporting systems.
  • Excellent problem-solving, analytical, and communication skills.

Preferred Qualifications:
  • Prior experience in government or public sector systems.
  • Knowledge of MSD ecosystem integration.
  • Experience with Agile/Scrum methodology.
  • Familiarity with high-volume multi-program portals and performance optimization.
