The New York State Empire State Development (ESD) is redeveloping the Consolidated Funding Application (CFA) portal—a cloud-based system supporting multiple funding programs across state agencies. The system requires a robust, scalable platform for program creation, application submission, evaluation, reporting, and data migration from the existing ColdFusion 22-based system.
Key Responsibilities:
- Develop, maintain, and enhance the CFA portal using .NET Core technologies while integrating legacy ColdFusion applications.
- Collaborate with architects, project managers, and business analysts to implement scalable solutions that meet user and agency requirements.
- Migrate and validate legacy ColdFusion XML data to the new .NET platform.
- Implement application features for program creation, question management, and multi-stage application workflows.
- Support the development of automated reporting, bulk upload/download functionality, PDF generation, and API integration.
- Assist with cloud deployment, environment setup, and configuration in accordance with high-availability and security requirements.
- Participate in code reviews, testing, and troubleshooting to ensure code quality and performance standards.
- Contribute to system documentation and provide technical guidance for administrators and other internal users.
Required Qualifications:
- Experience: 5–8 years of professional software development experience, including at least 2–3 years working with ColdFusion in the last 10 years.
- Technical Skills:
- Strong .NET / C# development skills.
- Experience with ColdFusion (CFML) applications and migrating legacy systems.
- Proficient in SQL Server or relational databases.
- Knowledge of cloud hosting platforms and services (AWS, Azure, or equivalent).
- Familiarity with web technologies: HTML5, CSS3, JavaScript/TypeScript, and RESTful APIs.
- Version control experience (Git or similar).
- Understanding of user roles and permissions, multi-stage application workflows, and automated notifications.
- Experience with data migration, ETL, and reporting systems.
- Strong problem-solving, analytical, and communication skills.
Preferred Qualifications:
- Experience with government or public sector application systems.
- Familiarity with MSD ecosystem or integration with state-managed systems.
- Knowledge of accessibility (WCAG/508) and security best practices.
- Prior work on high-volume, multi-program portals.
- Familiarity with Agile/Scrum development methodology.
