Business Analyst – Grants Management Applications

The New York State Empire State Development (ESD) is redeveloping the CFA portal, a cloud-based application system that allows applicants to apply for multiple funding opportunities across state agencies. The Business Analyst (BA) will support the design, analysis, and documentation of the system, ensuring alignment with business needs, regulatory requirements, and user expectations.

Key Responsibilities:
  • Serve as the primary liaison between stakeholders (ESD staff, agency users, and regional users) and the development team.
  • Gather, analyze, and document business requirements for the CFA portal, including program creation, question management, multi-stage workflows, and reporting.
  • Review and translate existing ColdFusion-based system processes into requirements for the new .NET platform.
  • Conduct workflow analysis, gap analysis, and data validation to ensure accurate migration and system functionality.
  • Create detailed BRDs, FRDs, user stories, use cases, and process diagrams.
  • Participate in design and testing to ensure requirements are accurately implemented.
  • Facilitate stakeholder workshops, interviews, and user acceptance testing (UAT).
  • Support reporting and analytics requirements, including exporting, bulk upload/download, and PDF generation.
  • Provide guidance on regulatory compliance, accessibility (WCAG/508), and security requirements.

Required Qualifications:
  • Experience: 5+ years as a Business Analyst, with at least 3 years supporting grants management or government funding systems.
  • Proven experience with grants or funding application portals, including workflow management and multi-stage submissions.
  • Strong requirements gathering, documentation, and process mapping skills.
  • Experience with BRD, FRD, and user story development, and traceability matrices.
  • Knowledge of data migration, reporting, and user access/permissions in large application systems.
  • Familiarity with .NET or ColdFusion-based applications is a plus.
  • Strong analytical, problem-solving, and communication skills.

Preferred Qualifications:
  • Experience with state or federal government funding programs.
  • Familiarity with REDC initiative programs and New York State grant processes.
  • Understanding of cloud-based systems, API integration, and user role management.
  • Prior experience with Agile or hybrid software development methodologies.
