Subject Matter Expert Program Manager

We are seeking a highly skilled and experienced Program Manager SME to oversee and manage large-scale, complex federal programs. This role requires a strong leader with at least 10 years of progressive experience in program and project management, including at least 5 years managing federal programs or initiatives. The ideal candidate will have proven expertise in leading cross-functional teams, navigating competing priorities, and ensuring successful program execution in a dynamic and demanding environment.

Key Responsibilities:
  • Lead, oversee, and manage complex federal programs, ensuring alignment with strategic objectives, stakeholder requirements, and federal regulations.
  • Collaborate with cross-functional teams, ensuring effective communication, task delegation, and resource management.
  • Develop and maintain detailed program plans, including schedules, milestones, and resource allocation, ensuring timely and within-budget delivery.
  • Apply Agile methodologies and program management best practices to drive program success and adaptability in changing environments.
  • Identify, assess, and mitigate program risks, maintaining a proactive approach to addressing challenges and obstacles.
  • Provide high-level performance reporting, presenting program status, issues, and risks to executive leadership and key stakeholders.
  • Foster strong relationships with executive leadership and external stakeholders, ensuring clear communication and alignment of objectives.
  • Lead program-related meetings, ensuring productive discussions, decision-making, and alignment across all involved teams.
  • Mentor and guide junior program managers, providing leadership in developing program management practices and methodologies.
  • Stay current on industry best practices and standards, incorporating new methodologies and tools to enhance program efficiency and effectiveness.

Required Qualifications:
  • Minimum of 10 years of progressive experience in program and project management.
  • At least 5 years of experience managing large-scale, complex federal programs or initiatives.
  • Proven expertise in Agile methodologies, program planning, risk management, and performance reporting.
  • Strong communication and stakeholder engagement skills, particularly with executive leadership and high-level stakeholders.
  • Demonstrated ability to lead cross-functional teams and manage competing priorities effectively.

Certifications:
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent required.
  • Agile or SAFe certification preferred.

Education:
  • Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a related field is required.
  • Master’s degree in a related field is preferred.

Skills/Competencies:
  • Exceptional leadership and team management skills.
  • Strong problem-solving abilities and decision-making acumen.
  • Proficient in program management tools, including Microsoft Project, Jira, and other relevant software.
  • Ability to thrive in high-pressure, fast-paced environments.
  • Knowledge of federal program regulations and compliance requirements.
