Full Stack Developer

The NYC Department of Health and Mental Hygiene (DOHMH) seeks a Full Stack Developer to support the ongoing maintenance, modernization, and enhancement of the eSHARE system a centralized data capture and reporting platform that supports HIV-related programs funded under Ryan White, Prevention, Testing, Housing, and Clinical operations.

The Full Stack Developer will work across all layers of the technology stack to design, build, and maintain secure, scalable, and efficient web applications. This individual will collaborate with front-end developers, database engineers, and health data analysts to deliver robust technical solutions that meet DOHMH’s evolving public health data needs.

Key Responsibilities
  • Full Stack Development - Design, develop, and maintain enterprise-grade web applications using ASP.NET, HTML5, CSS3, and JavaScript.
  • API Development - Build and integrate RESTful APIs for secure and efficient data exchange between system modules and external partners.
  • Database Integration - Develop and maintain SQL queries, stored procedures, and data models supporting transactional and reporting operations.
  • Security & Compliance - Implement authentication, authorization, and encryption mechanisms to ensure compliance with HIPAA and other public health data protection standards.
  • Cloud & Containerization - Deploy and maintain services on Azure or AWS cloud platforms using Docker containers and CI/CD pipelines.
  • Performance Optimization - Diagnose and resolve application performance bottlenecks, conduct SQL query tuning, and ensure high availability.
  • Testing & Documentation - Participate in unit and integration testing, troubleshoot issues across environments, and maintain clear technical documentation for all application components.
  • Collaboration - Work closely with UI/UX teams, system architects, and health program leads to ensure seamless functionality and data accuracy across the eSHARE ecosystem.

REQUIRED SKILLS & QUALIFICATIONS
  • Bachelor’s degree in Computer Science, Information Systems, or related discipline.
  • 5+ years of experience developing and maintaining enterprise-level web applications.
  • Proficiency in:
  • ASP.NET (Core or MVC)
  • HTML5, CSS3, JavaScript
  • SQL Server (queries, stored procedures, and optimization)
  • RESTful API development and integration
  • Docker and container-based deployments
  • Cloud platforms such as AWS or Azure
  • Experience with authentication, authorization, encryption, and secure coding practices.
  • Proven ability to optimize performance, troubleshoot, and debug complex technical issues.
  • Strong experience with Agile software development and collaborative, cross-functional teams.

PREFERRED QUALIFICATIONS
  • Experience working with public health data systems or grant-funded reporting platforms (e.g., eSHARE, AIRS).
  • Familiarity with FHIR, HL7, or other healthcare interoperability standards.
  • Hands-on experience with DevOps tools (Azure DevOps, GitHub Actions, Jenkins).
  • Understanding of microservices and event-driven architectures.
  • Exposure to modern JavaScript frameworks (Angular, React, or Vue.js).
