Program Manager

Ariel Partners is looking for a Program Manager to oversee and ensure successful delivery of contract services for the Library of Congress. Information Technology (IT) plays a vital role in supporting the mission of the Library and consists of a heterogeneous environment that is managed and maintained using industry best-practice System Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) process. While the Library’s SDLC support traditional waterfall/structured delivery model and the agile/iterative delivery model, it is the Library’s expectation that most of the tasks will follow the agile/iterative delivery model.

This contract services that the PM must manage included a full range of services required to support the planning, design, development, integration, and maintenance of Library IT systems and software applications.

The PM must have demonstrated management experience in the following areas.
  • Agile Software Development
  • Systems Integration, DevOps and Continuous Delivery
  • User Experience and Interface Design Services
  • Manage information technology projects within the IT investment processes
  • Delivery of Agile processes and incremental delivery of products and services
  • Delivery IT products and services in a timely manner in proper format
  • Interfacing with end users as part of the process
  • Monitor cost and schedule performance and risk management with IT investment processes, consistent with Federal best practices
  • Selecting and deploying appropriate solutions focused on providing value within the investment processes
  • Managing business analysis and requirements support services
  • Quality control and testing service
  • Commercial off-the-shelf (COTS) Products, Platform as a Service, and Software as a Service (SAAS)

Minimum Qualifications for the Program Manager shall include:
• Expertise in execution and oversight of major federal IT programs
• Ability to communicate both orally and in writing with senior level executives
• Ability to meet critical deadlines.
• U.S. Citizenship
